Kevin S. Hill
Kevin S. Hill
Kevin leads FedPoint’s mission to create and deliver world-class benefits experiences for our customers, clients, and business partners. He ensures this mission is embedded in every aspect of the organization, driving solutions that simplify complexity, enhance program integrity, and deliver measurable outcomes for the more than nine million covered lives in the programs we manage, including active and retired federal civilians and uniformed service members, and their families.
As CEO, Kevin leads FedPoint in operating the federal government’s largest benefits marketplace, supporting millions of enrollments across a diverse suite of programs. Appointed to CEO in 2024, Kevin previously served as FedPoint’s chief operating officer for more than a decade, overseeing operations, customer service, IT, information security, and risk management, and driving business expansion and innovation. Over that period, FedPoint’s enrollee base tripled in size.
Before joining FedPoint, Kevin held senior leadership roles in financial services, including vice president of operations at John Hancock’s wealth division, where he directed annual planning, internal sales, and operational strategy. He also served as vice president of product management at Signator Investors, leading product platform repositioning and marketing transformation. Across these roles, Kevin consistently drove business growth, operational efficiency, and client-centric innovation.
Kevin received his bachelor’s degree in economics from the University of Massachusetts at Amherst.
Geoff Norris
Geoff Norris
Geoff defines the financial direction for FedPoint, ensuring long-term fiscal health and growth. His more than 30 years of experience in life, long-term care, and health insurance financials and operations, as well as government contracting, allow him to effectively guide strategic and tactical finance decisions to benefit the company in the short and long term. Geoff’s team provides reliable, timely financial information and analysis, and implements and maintains proper internal controls to protect the company’s assets. Geoff’s oversight of company efficiency initiatives and strategic technology investments enables FedPoint to continually deliver innovative, cost-effective solutions to government partners.
Prior to joining FedPoint, Geoff held several leadership roles at John Hancock Financial, including head of North American Expense Management and controller for U.S. Annuities. Geoff also served as the assistant corporate controller at Blue Cross Blue Shield of Massachusetts and as a finance manager at Cigna/Healthsource.
Geoff began his professional career with Deloitte. Geoff received his bachelor’s degree in business administration from the University of New Hampshire. He is a certified public accountant.
Michael Crones
Michael Crones
Michael he leads the company’s evolving technology infrastructure, cloud transformation initiatives, software development, cyber security compliance and user experience. His role focuses on accelerating modernization, enhancing data-driven decision-making, and delivering secure, intuitive digital experiences that reflect federal IT priorities.
Before joining FedPoint, Michael held dual roles as chief information officer and chief security officer at aPriori Technologies, a SaaS-based firm supporting manufacturers in their engineering processes. There, he managed IT services, cybersecurity, and compliance efforts.
Michael also served as CIO at Draper, a nonprofit in Cambridge, MA, focused on national security, and as deputy CIO at MIT Lincoln Laboratory, one of the nation’s premier Federally Funded Research and Development Centers (FFRDCs).
Beyond his professional roles, Michael is deeply involved in the community. He sits on STEM-focused boards at Bridgewater State University and Merrimack College. Additionally, he is an adjunct faculty member at Boston College, where he teaches in the Cybersecurity Policy and Governance graduate program. He also supports the New England high-tech community as a vice president for the National Defense Industrial Association, focusing on security and compliance challenges within the Department of Defense supply chain.
Michael holds a master’s degree from Brandeis University and a bachelor’s degree from Merrimack College.
Chris Delisle
Chris Delisle
Chris plays a key role in advancing FedPoint’s mission to deliver secure, scalable benefits administration solutions, overseeing core operational functions that support seven million enrollees across FedPoint’s marketplaces.
He is responsible for premium management, including payroll and banking integrations, and insurance carrier services that safeguard data integrity and maintain system connectivity across participating carriers. Chris leads initiatives aimed to strengthen operational performance through automation, process improvement, and technology solutions that enhance scalability and the customer experience, and increase client value.
Prior to joining FedPoint, Chris developed a broad professional background in hospitality, marketing, and small-business ownership. These experiences that continue to shape his practical, customer-focused, and results-driven leadership approach.
Chris holds a bachelor’s degree in business administration from Granite State College, and an associate’s degree in marketing. He is also a Lean Six Sigma Black Belt and serves on volunteer boards within his community.
Brian Frankenfield
Brian Frankenfield
Brian leads the strategy and stewardship of FedPoint’s customer-facing digital marketplaces, shaping how millions of users interact with the company’s platform and services. He is responsible for translating complex business and regulatory requirements into intuitive, high-performing digital solutions by optimizing user experience, front-end development, design, and platform innovation.
Since joining the company in 2002, Brian has played a central leadership role in shaping, launching, and continuously strengthening FedPoint’s flagship platform. Operating at the crossroads of technology, compliance, and business performance, he has worked in close partnership with federal stakeholders, clients, partners, and internal teams to drive platform decisions that deliver industry-leading customer satisfaction, continuous operational improvements, and long-term client and enterprise value.
In addition to his digital leadership responsibilities, Brian guides FedPoint’s social investment efforts, guiding corporate philanthropy, community partnerships, and employee volunteer programs to deliver sustainable community impact and strong employee engagement.
Brian brings more than 25 years of experience in technology, design, operations, and business process leadership, with prior roles at IBM, EMC, and Reed Elsevier (RELX). He holds a bachelor’s degree from Marist University, an MBA from Bentley University, and graduate certifications from Northeastern University and Harvard University.
Steve Hutcheon
Steve Hutcheon
Steve has more than 25 years of leadership in customer experience and operational excellence. He oversees a broad portfolio of customer service channels and support services including world-class government-contract contact centers, commercial contact centers staffed by licensed insurance agents, and core operational functions such as IVR/VRU administration, workforce management, quality assurance, and training. Steve builds high-performing teams focused on service excellence, delivering exceptional customer experiences across all channels, and accelerating issue resolution.
Steve leads mission-focused transformational initiatives that continually enhance the customer experience and strengthen operational efficiency. He oversaw a human-centered, AI-driven project that resulted in several customer-centric system improvements, boosting FedPoint’s already excellent customer satisfaction levels to more than 98% and improving IVR containment by 57%. He also successfully led the rapid migration of FedPoint’s telephony platform to a new state-of-the-art, FedRAMP solution in just five months.
Prior to working at FedPoint, Steve ran global operations for John Hancock Retirement Plan Services. He led their digitization transformation and the integration of New York Life’s retirement business into John Hancock, a project that earned industry recognition as Deal of the Year at the 2016 Mutual Fund Industry Awards.
Steve received his bachelor’s degree with honors in business studies from Robert Gordon University in Aberdeen, Scotland. He was FINRA series 6, 63, 65 licensed for 18 years, and currently holds Property and Casualty insurance licenses.
Kirk Jones
Kirk Jones
Kirk leads enterprise-wide oversight of cyber and technology risk in support of FedPoint’s mission to create and deliver world-class benefits experiences. With more than 25 years of leadership in cybersecurity, privacy, and technology risk leadership across financial services, healthcare, and SaaS technology, Kirk brings deep expertise in cyber risk governance, regulatory compliance, and strategic cyber risk management to the enterprise.
Kirk provides critical oversight and challenge across core domains including control governance, technology resiliency, vulnerability management, incident response, security awareness, and third-party cyber risk that help maintain the highest standards of security excellence and service quality that define the organization’s values. His leadership extends to direct board-level reporting on cyber risk posture, KRIs, and emerging threats, enabling risk-based decision-making that supports both operational resilience and strategic growth.
Prior to joining FedPoint, Kirk held senior cybersecurity and risk leadership positions at Liberty Mutual Insurance, where he directed global technology risk assessments and customer engagement programs, and at Workgrid Software, where he built the enterprise cybersecurity and SOC 2 programs from the ground up. His healthcare experience includes serving as deputy-CISO-equivalent at Steward Health Care and an information security officer at Massachusetts General Hospital, where he matured the enterprise risk governance program and navigated federal regulatory audits.
Kirk holds a master’s degree in professional studies in informatics from Northeastern University and maintains numerous cybersecurity, technology, and privacy certifications. He is a graduate of McKinsey & Company’s Black Executive Leadership Program and served 18 years on nonprofit boards.
Keith Leader
Keith Leader
Keith leads a shared services organization that bridges operational and technical teams across multiple business lines. He works closely with both the business and development teams to deliver enterprise-wide technical initiatives—from design and development through implementation and deployment—including product launches, software updates, web releases, and system migrations.
His team plays a critical role in defining business requirements and performing rigorous testing to ensure quality and alignment with organizational goals. Keith also leverages Agile methodologies and manages sprints to drive collaboration, adaptability, and timely solution delivery.
In addition to his shared services leadership, Keith oversees the claims processing operations for the federal government’s long term care insurance program. He is accountable for meeting challenging performance metrics and ensuring operational excellence through process optimization, compliance adherence, and continuous improvement initiatives.
Keith joined FedPoint in 2002 after building a strong foundation in financial services and health care through leadership roles at Sun Life Financial and Blue Cross Blue Shield of Massachusetts, where he managed complex projects, oversaw operations, and cultivated client relationships. His experience as a technology solutions manager at the Moore Corporation further demonstrates his ability to leverage technology to drive impactful business and operational solutions.
Keith received his bachelor’s degree in business administration from the Peter T. Paul College of Business and Economic at the University of New Hampshire.
Cheryl Lemai
Cheryl Lemai
Cheryl directs FedPoint’s governance, risk, and compliance framework, establishing critical policies and procedures across fraud prevention, records and information management, and privacy protection, thereby reinforcing FedPoint’s organizational integrity and resilience. She leads the enterprise risk management program, ensuring ongoing, robust risk assessment, effective controls across the organization, and appropriate risk mitigation.
Cheryl’s team is responsible for legal, contractual, regulatory, and privacy compliance, ensuring FedPoint’s ongoing adherence to federal and state requirements, including Federal Acquisition Regulation (FAR) standards and state licensing obligations for third-party administrators. She also ensures alignment with corporate governance requirements.
Cheryl serves as FedPoint’s privacy officer and corporate secretary. Prior to joining FedPoint in 2007, Cheryl managed production operations at a Boston-based translation services firm. She holds a bachelor’s degree from the University of New Hampshire and a master’s degree from Syracuse University and is certified in HIPAA compliance certification.
Ken McCarthy
Ken McCarthy
Ken advances FedPoint’s growth strategy, with a focus on expanding FedPoint’s opportunity pipeline across federal, military, state, and commercial markets. He leads efforts to identify new business opportunities, cultivate strategic partnerships, strengthen FedPoint’s competitive position, and drive disciplined bid pursuit and capture.
Ken leads cross-functional teams spanning business development, account management, marketing, field education, and communications. Together these teams deliver a unified approach to client engagement, program execution and retention, and drive initiatives to elevate FedPoint’s brand and advance the company’s strategic objectives and commitment to operational excellence and public service.
Prior to joining FedPoint, Ken spent more than two decades at its parent company, John Hancock. During that time, he held several leadership roles, including strategic planning for operations and IT within the investment division, where he streamlined supplier relationships and optimized key business processes.
Ken serves on FedPoint’s board of directors. He holds a bachelor’s degree in finance and an MBA from Suffolk University.
Sheri Raffensberger
Sheri Raffensberger
Sheri leads the development and execution of FedPoint’s human resources strategy, ensuring it aligns with the company’s mission and corporate vision. With a key focus on aligning people and business objectives, Sheri develops programs that build an inclusive and purpose-driven culture that fosters collaboration, high performance, and continuous growth for employees.
With more than 20 years of experience in human resources, Sheri brings extensive knowledge in talent management, organizational development, and HR operations. Prior to joining FedPoint, she held several senior HR leadership roles at Newell Brands, a Fortune 500 consumer goods company whose portfolio includes brands such as Yankee Candle, Rubbermaid, Coleman, and Sharpie. She is known for building strong partnerships with senior leadership, fostering inclusive workplace cultures, and leading through change with a people-first approach.
Sheri received her bachelor of science degree from the University of New Hampshire.
Marilyn Staff
Marilyn Staff
Marilyn oversees care planning, claims operations, and risk management for the Federal Long Term Care Insurance Program (FLTCIP), ensuring accuracy, regulatory compliance, and operational excellence. She directs end-to-end functions including claims intake, eligibility determination, case management, appeals, and fraud prevention, while embedding a human-centered care model that has consistently earned annual claimant satisfaction ratings above 95%.
Prior to FedPoint, Marilyn has held executive leadership positions in various healthcare settings including acute care, home care, and long-term care. She also directed regional clinical efforts for a major long term-care provider, overseeing 14 long-term care facilities through onsite scorecard assessment, monitoring, and development of correction plans, ensuring compliance and positive outcomes with the Division of Health Care Quality surveys.
A registered nurse and graduate of Boston College with a minor in health, Marilyn blends clinical expertise with operational insight to support sound decision-making and program integrity. She is a certified case manager and holds a Six Sigma Yellow Belt, reinforcing her commitment to quality, efficiency, and continuous improvement.
Marilyn serves on the Board of Directors for Cornerstone VNA in Rochester, NH, contributing her knowledge and passion for community-based care.
John Wiegert
John Wiegert
John leads FedPoint’s infrastructure and operations, leveraging cloud technologies and hybrid architectures to deliver secure, scalable, and cost-effective solutions that meet the rigorous demands of large public-sector benefits programs. His approach ensures operational excellence through modernization strategies that enhance agility, reduce costs, and maintain compliance with federal and military security standards.
With more than two decades of IT experience, John has a proven record of managing complex infrastructures. He oversees vendor and contract management to maximize value and accountability while maintaining a highly available environment critical for mission success.
John’s strategic vision and commitment to continuous improvement position FedPoint as a trusted partner in delivering technology solutions that support government and insurance industry objectives.
Prior to joining FedPoint in 2006, he specialized in secure IT solutions for financial institutions, developing expertise in resilient, scalable systems.
John holds a bachelor’s degree in information technology from Pace University, and he is a Certified Information Systems Security Professional (CISSP).
